At what point are the Rays not considered an expansion team anymore? You do realize that the Diamondbacks were introduced into MLB the same year as the Rays, but they won the World Series in 2001 (over my favorite team).

I do give the Rays a great chance in the AL East – it would be well-suited for another debate not related to this one.
