He has a lot of speed, quickness, and good balance while running. However, he does not have the size or strength to be an every-down back at the next level. And because of his smaller frame, he probably won't ever gain the size or ability to be a tough, downhill, every-down back. But Williams will be an explosive player, always capable of busting a long run or kick return.
